Let me tell you, about my computer.
This is one of my songs, idling after I have just opened Cubase. See the little thing circled in green? The blue bar shows how much CPU is being used. As far as I can tell, that little red light means that the CPU has reached capacity.
This is my project idling. I’m not even doing anything yet.

I’m not too sure about cubase, but that little meter means the audio levels in REAPER and the red light means you’re dipping into the Red (+0dB)
